Dyplomata z Peru w latach 1982-1991 pełnił funkcję sekretarza generalnego ONZ. Polityk odegrał istotną rolę w zakończeniu wojny iracko-irańskiej w 1988 r.
Swoją karierę polityczną rozpoczął w 1940 roku w Ministerstwie Spraw Zagranicznych Peru. Pełnił funkcję ambasadora we Francji, Wielkiej Brytanii, Boliwii i Brazylii. Później stacjonował także w Szwajcarii, ZSRR, Polsce i Wenezueli.
W maju 1985 r. w ONZ w Nowym Jorku, zrobiłem mu pierwsze portrety, jako Sekretarza Generalnego ONZ, gdzie byłem akredytowany. Spotykałem go na różnych dyplomatycznych przyjęciach, otwierał m.in. moją wystawę „The Landscape of Poland” w ONZ w Nowym Jorku.
