Prof. Elżbieta Teresa Mączyńska-Ziemacka (ur.17 listopada 1944 r.) – polska ekonomistka, profesor nauk ekonomicznych (2012), absolwentka studiów ekonomicznych Uniwersytetu Warszawskiego, specjalistka z dziedziny analizy ekonomicznej, finansów i wyceny przedsiębiorstw, wyceny nieruchomości, systemów gospodarczych oraz strategii rozwoju społeczno-gospodarczego. Związana ze Szkołą Główną Handlową w Warszawie (SGH), kierownik studiów podyplomowych „Wycena Nieruchomości”, organizowanych przez Instytut Finansów Korporacji i Inwestycji w Kolegium Nauk o Przedsiębiorstwie SGH. Członkini Prezydium Komitetu Prognoz „Polska 2000 Plus” i Komitetu Nauk Ekonomicznych PAN oraz Rady Naukowej Instytutu Nauk Ekonomicznych PAN, w latach 2005-2021 prezes Polskiego Towarzystwa Ekonomicznego.

Redaktor naczelna oraz członkini Komitetu Redakcyjnego dwumiesięcznika „Ekonomista”, wydawanego przez PTE i PAN. Członkini Komitetu Redakcyjnego i redaktor naukowa kwartalnika Biuletyn Polskiego Towarzystwa Ekonomicznego. Przewodnicząca Rady Naukowej kwartalnika Warszawskiego Stowarzyszenia Rzeczoznawców Majątkowych „Wycena Nieruchomości i Przedsiębiorstw”. Członkini Rady Redakcyjnej „Kwartalnika Nauk o Przedsiębiorstwie”, wydawanego przez SGH oraz członkini zespołu redakcyjnego kwartalnika „International Journal of Sustainable Economy” (IJSE), Inderscience Publishers Editorial Office.

Od 1998 kierowniczka corocznego, polsko-niemieckiego seminarium na temat systemów gospodarczych, społecznej gospodarki rynkowej i integracji europejskiej, początkowo dwutygodniowego, odbywającego się w Niemczech w Instytucie Studiów Europejskich we Vlotho, a od 2017 tygodniowego, odbywającego się w Ełku w filii Wyższej Szkoły Finansów i Zarządzania w Białymstoku.

Członkini Narodowej Rady Rozwoju przy Prezydencie RP (2010–2025). Przewodnicząca Rady Programowej X Kongresu Ekonomistów Polskich (2019), IX Kongresu Ekonomistów Polskich (2013) i VIII Kongresu Ekonomistów Polskich (2007), redaktor naukowy oraz współautor materiałów kongresowych.

Przewodnicząca Komitetu Gospodarczej Myśli Strategicznej w Ministerstwie Gospodarki (2013–2015).

Członkini powołanego w 2012 i funkcjonującego do 2014 Zespołu Ministra Sprawiedliwości ds. Nowelizacji Prawa Upadłościowego i Naprawczego.

W latach 1994–2005 sekretarz naukowy oraz członek Prezydium Rady Strategii Społeczno-Gospodarczej przy Radzie Ministrów. W latach 2021–2023 członkini Rady Naukowej Instytutu Pokolenia.

W 2010 odznaczona Krzyżem Kawalerskim Orderu Odrodzenia Polski.

„….Prof. Elżbietę Teresę Mączyńską-Ziemacką spotkałem po raz pierwszy w maju 2022 r. w Toruniu, gdzie byłem aby odebrać Statuetkę „Obiektyw Kulturalny” (2022) – nagrodę Agencji Informacyjnej.

Ale najzabawniejsze było, przypadkowe nasze spotkanie w przedziale pociągu Toruń-Warszawa 31 maja 2022 r. O którym ona sama napisała: Pan Czesław (którego wcześniej nie znałam i niestety nie miałam pojęcia kim jest) dał mi do obejrzenia swój album i spytał, czy może mi zrobić zdjęcie. Zanim odpowiedziałam, już je zrobił (siedząc naprzeciwko mnie w przedziale pociągu) - akurat w momencie, gdy oglądałam album i pytałam o zdjęcie Pani Beaty Tyszkiewicz. Załączam to zdjęcie, bo jak na zrobione w niezbyt wygodnych dla zamaszystego fotografa warunkach, w tradycyjnym, wąskim przedziale pociągu, to jest ono – moim zdaniem – całkiem udane (widać też rzeczony album). To też świadczy o mistrzostwie Artysty CZCZ…” – Czesław Czapliński.

Projekty badawcze. Kierownik wielu projektów badawczych, m.in.:

–Ocena poziomu rzeczywistej ochrony praw wierzycieli w Polsce w latach 2004–2012 – koszty transakcyjne dochodzenia prawa z umów, grant NCN realizowany w Kolegium Nauk o Przedsiębiorstwie SGH w 2014 r.

–Efektywność postępowań upadłościowych, Kolegium Nauk o Przedsiębiorstwie SGH, Grant N N112 180739, badania prowadzone w okresie 3 listopada 2010 – 2 listopada 2012 –Przesłanki i bariery rozwoju przedsiębiorstw w Polsce. Upadłości przedsiębiorstw w Polsce – skala, przyczyny, przeciwdziałanie, Kolegium Nauk o Przedsiębiorstwie SGH, badania prowadzone w latach 2004–2006.

Prof. Elżbieta Teresa Mączyńska-Ziemacka (born November 17, 1944) is a Polish economist and Professor of Economic Sciences (2012), a graduate of economics at the University of Warsaw, specializing in economic analysis, finance and corporate valuation, real estate valuation, economic systems, and socio-economic development strategies. She is affiliated with the Warsaw School of Economics (SGH), where she heads the postgraduate program in “Real Estate Valuation,” organized by the Institute of Corporate Finance and Investment at the Collegium of Business Administration at SGH.

She is a member of the Presidium of the “Poland 2000 Plus” Forecasting Committee, the Committee of Economic Sciences of the Polish Academy of Sciences (PAN), and the Scientific Council of the Institute of Economic Sciences of the Polish Academy of Sciences. From 2005 to 2021, she served as President of the Polish Economic Society.

She is Editor-in-Chief and a member of the Editorial Board of Ekonomista, a bimonthly journal published by the Polish Economic Society and the Polish Academy of Sciences. She is also a member of the Editorial Board and Scientific Editor of the quarterly Bulletin of the Polish Economic Society. She chairs the Scientific Council of the quarterly Real Estate and Enterprise Valuation, published by the Warsaw Association of Property Valuers. She is a member of the Editorial Council of the Quarterly Journal of Business Sciences, published by SGH, and a member of the editorial team of the International Journal of Sustainable Economy (IJSE), published by Inderscience Publishers Editorial Office.

Since 1998, she has headed an annual Polish-German seminar devoted to economic systems, the social market economy, and European integration. Initially, the seminar lasted two weeks and was held in Germany at the Institute for European Studies in Vlotho. Since 2017, it has been a one-week seminar held in Ełk at a branch of the Białystok School of Finance and Management.

She was a member of the National Development Council to the President of the Republic of Poland (2010–2025).

She chaired the Program Council of the 10th Congress of Polish Economists (2019), the 9th Congress of Polish Economists (2013), and the 8th Congress of Polish Economists (2007), serving as scientific editor and co-author of the congress materials.

She chaired the Committee for Strategic Economic Thought at the Ministry of Economy (2013–2015).

In 2012, she was appointed to the Minister of Justice’s Team for the Amendment of Bankruptcy and Rehabilitation Law, which operated until 2014.

From 1994 to 2005, she served as Scientific Secretary and a member of the Presidium of the Council for Socio-Economic Strategy under the Council of Ministers. From 2021 to 2023, she was a member of the Scientific Council of the Institute of Generations.

In 2010, she was awarded the Knight’s Cross of the Order of Polonia Restituta.

“…I first met Prof. Elżbieta Teresa Mączyńska-Ziemacka in May 2022 in Toruń, where I had gone to receive the ‘Cultural Lens’ statuette (2022), an award presented by the Information Agency.

But the funniest thing was our accidental meeting in the Toruń–Warsaw train compartment on May 31, 2022. She herself later wrote about it: “…Mr. Czesław (whom I had not known before and, unfortunately, had no idea who he was) showed me his album and asked whether he could take my photograph. Before I could answer, he had already taken it (sitting opposite me in the train compartment)—at precisely the moment when I was looking through the album and asking about a photograph of Mrs. Beata Tyszkiewicz. I am including the photograph because, considering that it was taken under rather inconvenient conditions for an expansive photographer, in a traditional, narrow train compartment, it is—in my opinion—quite successful (the aforementioned album can also be seen). It also testifies to the mastery of the Artist CZCZ…’” - Czesław Czapliński.

She is the author of approximately 300 publications.

Research Projects.

She has headed numerous research projects, including:

– Assessment of the Actual Level of Protection of Creditors’ Rights in Poland in 2004–2012

– Transaction Costs of Enforcing Contractual Rights, a National Science Centre (NCN) grant carried out at the Collegium of Business Administration of SGH in 2014.

– The Effectiveness of Bankruptcy Proceedings, Collegium of Business Administration, SGH, Grant No. N N112 180739; research conducted from November 3, 2010, to November 2, 2012.

– Preconditions and Barriers to the Development of Enterprises in Poland. Corporate Bankruptcies in Poland – Scale, Causes, and Prevention, Collegium of Business Administration, SGH; research conducted in 2004–2006.

– Early Warning Systems for Corporate Bankruptcy. Early Information Indicators, KBN Grant No. 1 H02C 029 18, Institute of Economic Sciences of the Polish Academy of Sciences; research conducted from March 1, 2000, to December 31, 2002.
